The situation is not so clear as you showed. It's very complicated issue and you have to be very familiar with internal turkmen relations to give a consclusion about republic. Everybody understand that it was wrong, even Turkmenbasy but the roots of that lying much more deeper than everybody thinking. Turkmenistan needs time to realise what happened with nation.
