The Laffer Curve confirms this and Hausers law confirms this, i.e., tax revenues post-WW II have consistently stayed at 19.5% of GDP regardless of the top tier tax rates. Since WW II they have been as high as 90% and as low as 28%. When the top tax rate in 1980 was 70%, the top 1% paid 19% of taxes but in 2004 the top tax rate was 35% but the top 1% paid 36% of taxes.
