Trotsky was a man of deeds; for all of Stalin's bravado ("Stalin" means "man of steel") he was a man of organizing, of politicking.
Stalin slowly built up his regime till Trotsky was pushed out.
Moral: Never underestimate the danger a 'mere' organizer poses. He will be peaceful till he CAN be brutal.
Stalin patiently divvied up jobs, buying favors from his appointees, whilst Trotsky was winning Russia's civil war between the 'reds' and the 'whites.'
I think we call this "incrementalism.
