Although the left hand is the one allowed to manipulate the tempo most freely, there are times in most Chopin pieces where both hands are required to manipulate the tempo of music as long as both hands, at those times, give back the time that they took or that they accelerated through.
Yes, sometimes both hands but usually just the right. The left is like a metronome while the right hand can move more freely, allways returning though to the tempo of the left hand. Anyway, I think to much liberty is aften taken in the name of rubato, which is a pity. This is not what Chopin wanted.

Rubato is meant for the right hand not the left. The left should be as stabile as a metronome.
