Squeaky does sound rather like Bob Payne, but when Danny Horn of Muppet Wiki did the script for this sketch on his special site, he listed him as being voiced by Caroll Spinney.
Possibly. He was considerably rare. There's only one picture of him on the Wiki and it isn't even very good. Squeaky sounds kind of like Mary Rhymie though, so I'm willing to believe it's Payne.
