Ok ok so the very next episode after this one "hunters" voyager starts getting msgs from star fleet in the alpha quad. Via alien sat network and one of the first things said was "star fleet just discovered a stable worm hole to the gamma quad" y the hell wouldn't they set a course for that worm hole!?!?! the gamma quad. Has to be closer to them than the alpha quad....... Right?????

@yellowpete79 Most of the time the Romulans will 'claim' it was some rebel officer or unit that did the 'crime' without persmisson from the Romulan high command.A lie of course but its a way to play CYA....and the Federation Council being the FederationCouncil will bend over backwards to not start a conflict will just take their word for it and let it go.

It is possible that the weapons were never offline. The EMHmk2 might have just panicked or misread the console. It could have said port phasers are offline or something like that.
