I think people are viewing this the wrong way.

What I think what happened was Pluto was playing with the boy, he doesn't look very scared to me. The woman thought he was going to far with the chasing and tried to stop it. Then, as she pushed him, he fell off the curb due to those costumes having poor visibility. It seems to me it was more a misunderstanding and perhaps Pluto taking it a bit too far, the woman took it way too seriously, though. Thats what I see, anyway.
