I don't really understand this argument. Bill Clinton has not been in office since 2001. It makes the most logical and intuitive sense to assume Obama is referring to the the politicians during the time Bush was in office and the direction they took our country in.
Also, changing back to these older politicians does not even intrinsically involve the renewal of their older policies. How would it?

I do not know the Clinton administration inside and out, but I do recall that the nation prospered during their time in office....
