If you mean in The End of Time, then his title was Lord President of the Time Lords. If you look at the credits and behind the scene features, you'll know Timothy Dalton is credited as Rassilon.
when u watch confidential u realise its not that hard, as RTD pointed out theres loads of renegades, the doctor was on the run from them, the timelords existed in the dark times (death zone etc) So really its quiet easily adaptable
They really need to bring back Paul McGann for a guest appearence (like a Two Doctors episode). If you listen to his work on Big Finish DW audio plays, he is fantastic. He really plays an awesome doctor.

i thought the reason why they sent rose and tennant (well his half human counterpart) into another galaxy was so that in 10 -20 years they could bring him back for an episode or 2 and as he ages it would explain the possible white hair. they should do a time war movie but it would have to be done properly as in like 3-4 years planning a good film gets 5-6 script changes

I wish now the BBC would write a movie of the Time War starring Paul McGann and then maybe at the end of it Christopher Eccelston. They could age Paul a bit maybe making it take place a few years after the Dr Who movie thus making the audios count as canon.
No need to age him, McGann is 13 years older than he was in the TV movie anyway. Big Finish have a deal with the BBC so that the audios and TV show don't contradict each other. Therefore, both can be considered canon.
