If you draw a C# Control incorrectly, it flickers.
It has little to do with the operating system, it's just incorrect use of the underlying drawing system.

it's a background for the buttons, get Photoshop or GIMP to do ones if you know how. If you dont, google it or ask somebody to do it for you.

the windows controls in 2008 are no changed, but there are many other IDE/.NET very very cool changed.
