If the SEI knew how to run a business, I would agree. But part of the problem is that the SEI is so poor at running a business that they didn't bother to see the need to "protect their brand". The DOD forced CMM & CMMI to be a "square-filler", much against the SEI's recommendation, but the SEI didn't have what it takes to fend-off the bureaucrats. (FWIW: I'm not sure what you're referring-to by your use of "CM", here. Configuration Management?)
CMMI is an FFRDC (CM) scam to rip off the taxpayers and companies. It has turned into a square filler because that is the way it is assessed and required within the environment of government contracts. So now the bureaucrats complain that it did not turn out the way they had envisioned --- what do they expect from a concept that started out as a forced square filler that was all about CM and the SEI remaining relevant?
