Arceus didnt have the "Jewel of Life", because he had given the plates of grass, water, ground, electricity and dragons, that form the jewel of life. So he was weak against those elements that were removed.

But if he had all the plates he could protect himself against all possible attacks.

The problem of how they build up pokemon movie / series is that there always comes a new pokemon that are stronger than the other in previous films. But they never put those up against each other, or take old one in new movies/ siries and join them with "new" pokemon.

But he can blast through harden silver water, if you watch at the end, he broke free. If I remember correctly, mewtwo clone pokemon from machines, and arceus can move around dimensions. In game, mewtwo wins, but if you compare damage, arceus did alot, mewtwo aura sphere can do over half, even if it's super effective.

They not only protect Arceus from damage by changing his Pokemon type, but they also increase the damage of the type of attacks that matches the Life Plate. ie: Flame Plate. It increases Fire damage, and any Pokemon that holds it will get the damage increasing power that it gives Arceus, but that's all the power the Life Plate give other Pokemon. The Life Plates also have an inscription on the back of it.
