Actually this type of noto is derived from the Kaishaku-waza - which is an assisted suicide. In this case a 3rd person would pour water over the blade to clean it.
In the case of Ukenagashi it's more than natural that one would wipe a cloth over the blade to clean it. Some styles indeed have a piece of cloth in their keikogi for this reason.
I would strongly advise to seek a dojo in your neighborhood to start your sword training. While these are great videos to demonstrate how the techniques are done, it is impossible to capture all the details for an untrained eye. Once your body gets used to an improper technique its very difficult to correct that afterwards.
My school taugh on the reverse grip to clean the blood groove between the free arm before
sheathing the blade, I'm guessing it's just a difference in schools?
