Complex. The Ukrainian govt was caught red-handed doing an illegal arms deal, but decided to use plausible deniability by distancing themselves from events and refusing to pay the ransom. The sailors could be innocent (didnt know what they'd be carrying or were coerced into keeping quiet) but the captain certainly has some questions to answer - was he ordered to do this or was he doing it on the side? As for whether the pirates have a just cause or not, thats a different argument all together...

There is no leadership. United nations and the rest of the world does not recognize Somalia due to lack of leadership so no money comes in as aid or grant. Many of those weapons being used are russian assault rifles and so on. For the money I am not sure. it would take a lot for a leaderless nation filled with divided people to learn to make their lives better.
