the way to use the scales is basically once u learn the pattern of scales , in every strings you can play with the notes the way you want and then continue with a part or the whole scales , once u combine that with chords man u can rock the shit out of ur guitar

So is the 7th in the minor harmonic scale the same note as the 7th in the major scale?

Yep, in the harmonic minor just raise the 7th half a step, makes for an interesting sound.
