A cruising altitude of 90,000 feet (that's 18 miles to you and me) it will be very difficult for any but the most sophisticated countries to "shoot down." Most MANPADS have a range of around 10,000 feet.

Not to mention that this is probably intended for deployment over regional conflicts in the middle east or south america, where it's even less likely an adequate air-defense system exists, and you're looking at a very useful observation platform with minimum risk.
