You obviously have no idea what it is that bounty hunters do for a living. They aren't cops, they don't even have anything to do with the courts. Bounty hunters get paid by bail bondsmen to find people that owe them money, that is all they do. Bounty hunters care about getting paid, handing the criminal over to the police so that the bail bondsman doesn't loose the money they put out for them means they make money, the criminal could disappear again the next day and they could care less.
