Around minute 9 the plot gets twisted a lot. It was Sincline's/Lotor's decision to kill all those who thought about rebelling against their empire and team up with the Alliance formed by the princess (and his henchmen took down about 42 leaders), Daibazaal/Zarkon only congratulated him for the job.
