The Tournament was played under NHL rules in 1996, and under them, "Too many men on the ice is not grounds to review a goal". So technically, because a 6th Russian was on the ice for about 10 seconds when the Goal was scored, since the refs didn't see it, and they scored, it could not be reviewed.
