At what point will these African countries no longer need foriegn aid? What will an African country that no longer needs aid look like economiclly and politically? Until we can figure out the answers to these questions African countries will be dependent on aid for ever.
Short, Answer? YES.. Mr. Sachs .. if you are supporting aid to kleptocrats, you are throwing money away. All these things that John Legend talks about are great.. but take a look at Mr. Sachs approach more and you will see that TONS of money has been thrown at Africa, and yet nobody is better for all of it.

Has anyone seen Paul Polak's book, Out of Poverty? I just finished it, and was very impressed. There is also a good 8 minute video under his name.
