the procedure @ 3:02 is called washing.

where you dilute paint(acrylics, h2o based) and let it fill the engraved lines to make it more visible.

then wipe excess wash off.

painting scale objects usually demand basic paint skills, but out of the ordinary procedures,like dry-brushing, etc to achieve weathered models, ie; look like it is worn.
