I don't think this is about the world not being ready, I think it's more along the lines of people not being familiar with it. Once people are familiar wiht it and see how it's just a program, they'll be more friendly to it. (Besides, the programmers will probably enter into it fail-safe restrictions on its ability to self-learn.) CB2 won't be realized without people first responding hostilely. People won't like it at first. It's creepy! They'll get used to it once they're educated about it.
