why the victorian government don't consider using double decker trains like sydney? or perhaps addming more busses route ( double deckers would be ideal) to release the highly populated train system?

The reason why trains get so delayed is because the Labor Government never expected this kind of passenger growth, and bought trains with needlessly wide seats (the train in this vid, a Siemens, makes up 20% of the fleet) which get overcrowded easily. The City Loop was originally designed to clear four trains every 2.5 mins, which no longer happens because of this.
You'll notice if you read Track Record, it's almost always the lines with Siemens trains that don't meet punctuality.

And this is our problem - if trains actually ran every 6 minutes like it did in most SEA countries, we would be fine with being gentle. But when trains to faraway stations run barely 20 minutes peak hour, 40 minutes off peak, you miss that train and you're pretty much screwed.
@Panter4 I live in melbourne, this is NOTHING, new years eve, so crowded you can't even walk to the streets, 30-40 million people showing up.. not cool.
But, when it's not rush hour, I've been on the train ALONE.. maybe 20 people per train? Haha, (morning train) and by night, maybe... 100 or so. It's not bad.
Brotip: get on at flinders... its an extra 10 minute walk from parliment :\ and u will more than likely get a seat...
