This is flash rust , which can be painted over with no problems at all. If this is a "rustbucket" have anyone heard about water jetting? This is a way of corrosion protection and when its finished the surface is still "Flash rusted" , but its not a major problem.

The ship owner is Seargent Maritime company from USA.
The name of ship is Asphalt Sailor.
