Yet the overall majority of Iraqis actually participated in assaulting and maintaining that assault till the end of the war. The Iraqis could have simply turned around and shot their fellow commanders and overthrown their bathiest counterparts, possibly ending the war.

The thing is that 60% of Iraqis were Shia, the Shia marja (leaders) were silenced and suppressed without presentation before the war even began. Yet the overall majority of Iraqis actually participated in assaulting and maintaining that assault till the end of the war. The Iraqis could have simply turned around and shot their fellow commanders and overthrown their bathiest counterparts, possibly ending the war.
