OK-sorry if I was a little harsh. Was in the Easy for the Sugar Bowl. Some of the arrogant OS fans there were treating the locals like sxxx who were lucky to have them there doling out a few bucks while disrespecting that they were in someone else's home town.
1) No one doubts the poor have been treated badly. And I am truly sorry about the injustices shown the poor in the aftermath of Katrina. (And as a matter of fact my family DOES know what it means to be treated unfairly by the government and shut out of ones home)

2) AS far as this being YOUR music, it was already spread around the world decades ago. And by the way,
unlike the myth perpetuated by popular stories, New Orleans is not the ONLY cradle of jazz. It was happening elsewhere in the USA and is fairly well documented: Memphis, San Francisco, Kansas City,
Baltimore, Miami, Pensacola, etc - though New Orleans was certainly THE hotbed (and had that fabulous big Four, second line beat that all musicians love and admire).

That was my question, too! This was 2006, the year after Katrina, and after they shut over half the black folks out of their homes so they can't come back! I am seeing "blues band" videos after Katrina and all of a sudden almost all the musicians are WHITE. Sorry, but WE WERE THERE BEFORE KATRINA, and if you take the black soul away from New Orleans it will NEVER be the same!
These musicians are from Canada, the UK, and a few from other parts of the States (including myself). They've been donating their services to the opening parade of the French Quarter Fest since at least 1999.
I understand all the problems and sorrow about the Lower 9th Ward and such but these fellows are friends of the Crescent city.
All of us were actively encouraging folks in our locales to visit the New Orleans City in order to help your economy recover (indeed look at the tag at the end of the video).
Furthermore many of these Canadians were among the FIRST to hold fundraisers to help the city of New Orleans.
So kindly do not think we "took" anyone or anything away.
I lived in New Orleans for a while, and I'd say that using umbrellas by the "second line" following the band (the first line) was to stay in the SHADE with some cool lemonade!! LOL It gets very hot & humid there! Women's parasols go back a long way, as do the brass bands & New Orleans funeral processions with a brass band. Probably the style of decorating your parasol developed along with Mardi Gras and JazzFest. A well decorated umbrella is a great way to locate your friends at the Fairgrounds!

Now, about the "the man with the umbrella" - he/she is the Grand Marshall. He performs several functions - he keeps the second line in order and keeps them from jostling the band. Most importantly a Grand Marshall struts his or her stuff and provides dignity and flourish to the band and the parade.
Parasols are used to keep the sun off you - it gets HOT in New Orleans. I am told that in the 1950s drummer Paul Barbarin (leader of the Onward Brass Band) was the first to decorate one for second lining.
