The passing of time doesn't work that way in the Pokémon cartoon. Ash was 10 when the series started and he's still 10 today. Masamitsu Hidaka, the director of the series, has stated that the characters stay the same age so that new generations of children can jump right into watching the show whenever Ash goes to a new region. The creators of the show don't want the characters to age, because they want little kids to be able to relate to the characters.

Actually.. 'Know it sounds rude but I believe Ash's at least looks twelve and as shown as much as it may have been by accident, Ash seems to be going through puberty due to his actor change during Hoenn. Also no one pays it any attention but during Johto one of the Pikachu adventures stated outwardly that Ash had been on his journey for a year now that day, Ash started on his birthday, pointing out it was his eleventh birthday that day. Meaning Ash's AT LEAST eleven now, proven by that special.
