I live in a nice suburb of Boston, Mass. and I have had a similar thing going on since new people bought the condo above me. The owner, a russian man, claims he lives there....but I have only seen him twice in 2 years. It is a very small one bedroom unit and he has 5 unrealted female names on the mail box. I think there must be "something" going on up there.

The one thing /response that I see in common with a lot of posters that have noisy neighbors is that the one who is complaining (US) should move out. I find that a little disconcerting. Why should "we" be the ones to move out when we are being obedient to the rules and considerate. Im so sorry that you and your family had to move. Im at my wits end and I cant afford to move :(

I've called the property manager & the police when the noise up there is extreme but nothing has been done about it. I hear that there are places where noisy car drivers (who blair their car stereo) are forced by the court to listen to Berry Malelow music for a couple ours - really loud. I've got this neighbor Lee who is nice but she is very annoying, she's home 24/7 and her cooking stinks to high hell, also in the evenings there is this strange squeeking/rattling sound comming from her apartment. God only knowns what she is doing to make that sound. Also she seems to use her bathroom when ever she hears me go into mine. Strange. Also I think she's been steeling my mail for some reason. All too many neighbors are "bad neighbors" and "good neighbors" are hard to find. I often think they noisy obnoxious neighbors think in their minds they are rebelling against neighbors like us - when they don't realize that they should need someone to rebell against, they shouldn't need an excuse to be noisy. They should move someplace more appropriate if they choose.

Google brown noise sometime, it's a type of static that cancels out deep bass. If you have a powerful enough stereo you can use it to cancel out what your neighbor is playing, and neither of you will be able to hear anything.
