think about it. it's a true statement, the person is pretending to be miranda july in this crude way, much like on late night comedy shows (i think conan?). this person could not be any closer to being miranda july as in this pretend state, so the statement is true, but there is a pun we perceive, because this person says that miranda july would do something exactly like this, and therefore by imitating what she does, he or she is being her.
