Any legislation introduced on the Senate florr can be debated for ETERNITY(Literally) unless Cloture is achieved. Cloture means to end debate and that also requires a 60 Senator majority just to end debate. Geez. How partisan are you? Firstly, George H.W. Bush lost the election in 1992 because of THE ECONOMY (Sound familiar?). Reagan/Bush legacy was that of record deficits and debt and it caught up to Bush in 1992. Bill Clinton got elected, taxed the Rich and tax revenues soared. The economy got better and budgets were balanced and SURPLUSes were created. Reagan put Oil on the Commodities market which now has contributed to speculators ruining our economy. Check yourself.
