I really don't see why the recommendation was made to combine municipalities. Collaboration is one thing, but a merger of two city governments is illegal, and doesn't make a whole lot of sense.
I really don't mean to sound racist, but it's a truism that black-majority areas are always poor and crime-ridden. In the case of Benton Harbour you can't even blame the whites; seeming as the two districts are geographically separated by a river.
I simply do not see how the white population of St. Joseph would benefit from greater integration with the Benton Harbour blacks. Surely integration would, in all honesty, trigger the economic and social decline of St. Joseph.
