If the Dutch soldiers were serving the U.N. or peace keeping forces then they might not have even been armed.
It is VERY common to have strict rules of engagement for U.N. peace keepers including allowing them to carry weapons but no ammo.
I'm not sure we have the whole story because the same type of thing happened in African nations too.
