gpedit.msc isn't available on XP Home Edition, partly because XP Home cannot join a domain by design. Although the took is designed to be used in an Enterprise environment running Active Directory, all it really does is making registry entries. So, the best alternative is to edit the registry using Regedit. Be aware that editing the registry incorrectly can make your system unbootable or cause other issues, so proceed carefully before diving in!
i know all the steps of this gpedit to stop this bandwidth stealing by microsoft...but...my os was xp home....but i read the comment by felipe183 and your reply to him....so...m downloading it...hope it works....
yes home and xp pro they don't steal it though and this is most defiantly not illegal on their part. on the other hand it is not illegal for us to disable it. so there is no right or wrongs here it just isn't fair that they do this so that's why i show you how to disable it
im telling you man, wen i got to start>run> then type in gpedit.msc, it says it cannot find the file or whatever, and can u send the link please, just send me a personal message
its not a file what you need to do is read the instructions on the video info to the right of the video and read what to do if you still have troubles let me know and i will be glad to help!
good luck and hope you like the rest of my videos

the windows xp theme is the Royal theme i will send you the link in a personal message!

If your using Windows Vista Home Premium. then thats your problem.
The only versions that have group policy are the domain-based versions:
• Windows Vista, Small Business Edition
• Windows Vista, Professional Edition
• Windows Vista, Enterprise Edition
• Windows Vista, Ultimate
• Windows Server "Longhorn"

If you disable this setting or do not configure it, the system uses the default value of 20 percent of the connection. - by Microsoft
Enable and put 0%
