once, i was bored so i went on easy and i built all three of my bases (left the last one for the covenant) with supply pads.

I maxed out the supplies (99,999).

and then replased all the supply pads with reactors and double their potential.

it went up to 42, the last upgrade wouln't register. then i destroyed their last base

That's your tech level. By building a reactor, you add +1 tech level, and another by upgrading it.
