That is a nice machine, and no doubt AC bias. I think the problem is flutter in the audio, where the sound is wavy. The belt is probably loose, causing the flutter. I have machines that have had that problem, and it is usually a bad belt. With a new belt, it should come out good, as the recording quality seemed free of added background noise.
