These players want 100% and they don't CARE about you or challenge. Halo 3 did this to itself.
If Microsoft banned these peoples consoles then it would be a lot more hassle for the cheaters then just making a new account. My guess is some of them wouldn't bother and the majority who bothered to buy a new Xbox wouldn't make the mistake of cheating again because they know it will cost them a lot of money.
