That's partially right. See, Jasper and Alice were both changed before they met the Cullens. Because Alice could see the future, that's how she met Jasper and found out about the Cullens. When they met the Cullens, they called Alice Alice Cullen. Jasper is Jasper Hale because he and Rosalie looked very similar. To make the story simpler, they said Jasper and Rose were twins. When Rosalie was changed she like, demanded to keep her real last name, which was Hale. Does that make like, any sense?

Rosalie kept the name Hale because she didn't look like any of the other Cullen siblings, but wanted to be able to live with them, and Jasper's last name was Whitlock but he adopted the name Hale from Rosalie so they could convince high school students that they were both blond twins.

Alice/Emmett/Edward all act like non-related siblings, and Jasper/Rosalie act like twins, even though none of them are actually related.
