Your years are off, they give it to them at the end of the total season (all bowls done) . Tebow got it in 08', Bradford got it in 09', Ingram got it in 10' and Newton got it in 11'. So only a year off.
@Tlaminks no you don't you can be any grade in college. But the chances are so unlikely it just doesn't happen. Jerry Rice almost won when he was in college, he was I think 7th in the running which is the highest for any DII school player ever
