The Newark riots were not sudden; the causes were at work for years. There was crime, unemployment, fatherless kids, etc.
Newark needs a massive birth control program. He needs to open free birth control clinics and encourage men to get vasectomies.
I can assure you, as long as young girls are having babies, there won't be progress.
