But Galileo is to the best of my knowledge, built and operated by the EU and ESA. One big problem for the EU was lack of corporate funds in the project.
By the way, Galileo is not GPS but a competing network of positioning satellites.

Then now they have those corporate funds to complete the project. Google isn't lacking on its bank account.
