That is something he can not know no more than individuals can say with any certainty that if public welfare did not exist that they would not. It isn't as if the world would stop functioning without government largess or that people would stop being treated or fed.

That's why human society created governments, because societies are better off socailly and financially if they are governed. If you would like to see what it's like to have no government, have a look at the Democratic Republic of Congo (formally Zaire) one of the poorest and least governed countries in the world.
