Japan is an isolationist nation, much like the US. They have no historical context and no idea of what Nazi Germany was about, their WW2 experience is limited to the Pacific War. It's not that they are for or against Nazis, they just like the costumes because they look cool in them. Typical of Japan, it's all about the beautiful packaging.
