No, it isnt him. The dude throwing the grenade was one of Carlos' friends, you get to see him later on in the game when you are playing the B scenario, he was badly injured during the assault and becomes a zombie if my memory serves me correctly.

In gameplay, the assault rifle is like a dream-come-true when it comes to fighting the hordes of mutated freaks running around Raccoon City, but in the cinematics (noting the scene near the end, 1:16), the assault rifle doesn't do shit to them. Same thing in Resident Evil 2! HUNK and his team had automatic weapons and they, except HUNK of course, were torn apart by William Burken.
