Both types of owners profit when the resources are developed by receiving payment for allowing the development to occur. Oil company profits are now running between 6%-10% of price paid at the pump. The US Gov gets about 15% in taxe, more than the oil companies get in profit. We need to develop our own resources rather than sending $ to arab despots!
