I think you might be confusing two or three films with penguins in them. "Madagascar" had penguins from the New York Central Park Zoo who went to Antarctica, to Madagascar, to Africa. "Surf's Up" had penguins from Antarctica who travel to South Africa or New Zealand to surf. "Happy Feet" had dancing penugins that some people thought of as gay. (I saw no such thing.)
Well, one must admit that the title of "Surfin' USSR" is much more fun to say than "Surfin' Russia".
I have heard this somewhere before, but under a different name, on a commercial I think (With other instruments like an electric guitar and such). I dunno. Thanks for posting!
