I like the idea of doing the song. It was very inventive. However, the president doesn't have the power to declare war, that's reserved for Congress. But everything else is nice and percise.

However, that line isn't entirely wrong. The U.S. Supreme Court (in Prize Cases) determined that the president, as commander in chief, does have the authority to recognize a "state of war" and may in this circumstance unilaterally send U.S. troops into battle.
In fact, Congress hasn't issued an official declaration of war since WWII.
