The creator of the comic was an immigrant from Cuba who was considered a spy and a criminal in his home country for openly defying Fidel Castro. When trying to think of a new comic series to make money with in America, he thought of something about two spies, poking fun at what had led to his immigration. In the long run, it's just a massive mockery of warfare in general rather than anything in particular.
