That is a high pressure sodium light doing what is known as cycling. It means the light bulb is at the end of it's life and need to be replaced.

What is that light that keeps flashing? Not too bad here yet...

Thats a light on the building. It's like on a timer or something I guess. The video goes up to about 9pm. Starts getting pretty windy. 30+ sustained with some big gusts.
