The blue eyes are probably just to emphasize the difference between blue (good) and red (bad) since evil Kazemaru has red eyes here. :)

Oh because it's from one of his hissatsu shoots. It's called, "God Knows". But the Inazuma fandom loves to portray him with wings because wings are pretty and Aphrodi is pretty which makes a really good pair harhar. ;)
