I think you may need an advisor or someone to help you out because you're halting production in your cities with too many units, and one city can't possibly grow.

Even I know to attack a city with more than 1 unit. And I only took 2 because I was on a ISLAND WHEN I CHOOSE PANGEA. P.S. this is on Civ 3
